HPLA Course Overview
The Housing Policy Leadership Academy (HPLA) offers an 10-week intensive learning opportunity open to emerging and established community leaders who want to understand how to advance policy solutions to increase the supply and availability of affordable housing.
Offered in a dynamic learning environment, the course brings together people from different backgrounds and disciplines to examine issues and solutions from multiple perspectives and apply their learning to current housing policy challenges.
The course is grounded in the HPLA 5Ps framework, which provides a foundation for examining the physical and social aspects of a healthy housing ecosystem.
What You'll Learn in HPLA
Dive into ten expertly designed sessions, each focused on critical topics in housing policy:
- Session 1: Course Overview and Introduction
- Session 2: History of Housing Policy & Equitable Policy Frameworks for the Future
- Session 3: Legislative Process & Policy Analysis
- Session 4: Community Resiliency and Public Health

Course Requirements
Each HPLA session runs 2.5 hours with breaks, and participants should expect to spend 1-2 hours each week on reading and individual reflections. Participants must attend a minimum of 8 of the 10 sessions to earn a certificate of completion.
