California Regional Housing Finance Authority (CA RHFA) Exchange

Regional housing finance agencies are an innovative part of California’s housing finance ecosystem. They are distinguished by their ability to raise and invest housing resources regionally, augmenting funding from cities, counties, and state and federal governments. The CA RHFA network brings together California’s regional housing finance agencies to coordinate on policy and share lessons on implementation and best practices. The network is composed of three agencies.

The Bay Area Housing Finance Authority (BAHFA) serves the nine-county Bay Area. The Los Angeles County Affordable Housing Solutions Agency (LACAHSA) serves Los Angeles County. The San Diego Regional Housing Finance Authority (SDRHFA) serves the San Diego region.

The inaugural CA RHFA Exchange was held in the City of Long Beach in October 2025. There, members shared their formation stories and identified initial common policy and implementation needs. The 2026 Exchange, to be held in December in Oakland, California, will focus on implementation progress at each agency and on opportunities for continued collaboration around shared agendas in 2027. It will also welcome representatives from seven new regions across the Central Coast and Central California. These new regions are invited to explore whether the model could work in their communities. GPLA is the organizer of both Exchanges.
